I came across this beautiful 3D Crochet Flower that I had seen on Pinterest. When I click on the page it was in Portuguese. I was able to understand it a little with the translation button and the detailed pictures she provided. The link to the original pattern is here. I did my best to translate it over into English. I will provide a video tutorial below.
This flower is not exactly worked in rows. The little “swirly things w/ petal” is called a Rococo (didn’t get translated over). We will also have the singular Petal. Each Rococo is equals a row and each singular petal equals a row. The base is the center circle.

Rococo Row 1: Ch 11, sc next st, ch 10, 3 dc in 3rd ch from hook, 3 dc in the next 6 st, dc hdc sc in next st, Turn work, 6 sc in ch 11 sp, ch 2 turn, 2 dc in next 6 sc (12dc), sc on to base, ch 11, sc, ch 10, 3dc in next 7 st
Petal Row 2: Ch 11, sc next st, ch 1 , 6 sc in ch 11 loop, ch 2 turn, 2 dc in the next 6 sc (12 dc), sc to base
Row 3,5,7,9,11: Repeat row 1
Row 4,6,8,10,12: Repeat row 2
Alternate row 1 & 2 around. you should end up with 6 swirly things and 12 petals. sl st to join
Row 13: sl st into the next 5 ch, sc, ch 5, *sc top half of ch 11 loop, ch 5* repeat *to* around. slp st to join
Row 14: sc in loop, ch 2, 3 dc in same sp, ch 3, *3 dc in next loop, ch 3* repeat *to* around, sl st to join
Row 15: sl in next dc, *(sc , 4 dc , pc, 4 dc, sc) in loop* repeat around. Finish off.
